简要规则描述：完成地块红线范围内的林木迁移（含采伐）工作，场内除草清理等工作，包括但不限于为达成上述工作而进行的其他必要性工作，相关手续办理及通过管理部门验收移交等所有工作。            

Brief Specification Description: Complete the relocation of trees (including logging) within the red line of the plot, weed removal and cleaning within the site, including but not limited to other necessary work to achieve the above work, relevant procedures handling, and handover through management department acceptance.            

合同履约期限：计划20个日历日内完成（开竣工日期以实际日期为准），并在2年养护期满移交工作完成为止        

The Contract Period: The plan is to complete it within 20 calendar days (the start and completion dates are subject to the actual dates), and the handover work will be completed at the end of the 2-year maintenance period

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, support for small and medium-sized enterprises, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.        

(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的采购活动；为采购项目提供整体设计、提供规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
（5）本项目专门面向中小微企业采购；
（6）本项目不接受联合体投标，不允许分包及转包。
（7）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
本次采购不接受联合体响应，不允许合同转让与分包。
